Fix campaigns over workshop
Currently state machines can not be uploaded to the steam workshop and then loaded. However the issue appears to be a problem with what files are and are not allowed to be used over the workshop and the state machine is not allowed!

I don't know if this is why we aren't seeing many campaigns uploaded to the workshop, but if it is, please fix it. I really want more high-quality campaigns like the sample one produced by KSW!
